Unprecedented, like a chapter  of a good TV series. For Benoît Leguet, avoiding endless reruns of the same story— and their costs — means finding ways to factor future climates into our economic decisions. A topic for the EU's budget debate.   - [The heat is on](https://www.i4ce.org/en/the-heat-is-on-climate/): It is hot in Europe. Very hot. And the summer has only just begun. The recent heat wave in large parts of Europe reminds us that the forthcoming European framework for climate resilience and risk assessment comes with high stakes: it is about the safety of populations and the competitiveness of the European economy.  - [Unblocking finance for low-carbon agriculture ](https://www.i4ce.org/en/unblocking-finance-for-low-carbon-agriculture/): With the entry into force of the European carbon farming certification framework (CRCF), the European Union now has a first-of-its-kind tool to certify climate-friendly agricultural and forestry practices. - [Accelerating investment for an energy-independent and low-carbon future](https://www.i4ce.org/en/accelerating-investment-energy-independent-low-carbon-future-climate/): Once again, soaring oil prices are squeezing households' purchasing power, undermining industrial competitiveness, and exposing the EU's structural dependence on imported fossil-fuel energy. - [The Industrial Accelerator Act: a stepping stone or paradigm shift? A reading of the European Commission’s proposal](https://www.i4ce.org/en/the-industrial-accelerator-act-a-stepping-stone-or-paradigm-shift-a-reading-of-the-european-commissions-proposal/): The Industrial Accelerator Act: a stepping stone or paradigm shift? Without secured demand and a coordinated targeted European framework, the French and European green industries risk skidding to a halt on the road to scale. - [Cleantech: after the supply-side push, time to tackle demand](https://www.i4ce.org/en/cleantech-supply-side-push-time-tackle-demand-climate/): What industrial policy should we pursue to support domestic cleantech, to secure our energy and industrial sovereignty? - [The European Competitiveness Fund – one more step towards a European Green Industrial Policy?](https://www.i4ce.org/en/european-competitiveness-fund-step-towards-european-green-industrial-policy-climate/): The European Competitiveness Fund is the EU's best shot at financing its green industrial policy – if it is designed and targeted correctly. - [France has the blueprint for green reindustrialisation – but does it have the necessary tools ?](https://www.i4ce.org/en/france-blueprint-green-reindustrialisation-tools-necessary-climate/): The transition to a clean economy is not only a project of laws and targets : it needs to be built. France is leading the way in Europe, with France 2030 as the blueprint. - [Turning national and energy climate plans into investment plans](https://www.i4ce.org/en/turning-national-energy-climate-plans-investment-plans/): European leaders gathered last week for a European Summit, with the objective, among others, of finding solutions to rising energy prices in the wake of the Middle East conflict. - [Energy crisis: protecting people in the long term](https://www.i4ce.org/en/public-finance-programming-law-climate/): As the Americans would say, 2026 feels like a case of ‘déjà vu’... petrol prices are skyrocketing, against the backdrop of war. - [Reinforcing Europe’s carbon sink through actionable levers](https://www.i4ce.org/en/reinforcing-europe-carbon-sink-actionable-levers-climate/): Since 2005, the EU Emissions Trading System (EU ETS) has been a cornerstone of Europe’s climate policy. With the price per tonne of CO2 now beginning to stabilise at between €60 and €80, and the gradual reduction in free allowances, 2026’s review of the system should be an opportunity to reflect on and upgrade its performance as the EU continues towards climate neutrality.   - [Stay the course: why a stronger ETS is the key to industrial competitiveness ](https://www.i4ce.org/en/stay-the-course-why-a-stronger-ets-is-the-key-to-industrial-competitiveness/): Since 2005, the EU Emissions Trading System (EU ETS) has been a cornerstone of Europe’s climate policy. With the price per tonne of CO2 now beginning to stabilise at between €60 and €80, and the gradual reduction in free allowances, 2026’s review of the system should be an opportunity to reflect on and upgrade its performance as the EU continues towards climate neutrality.   - [To strengthen European industry, let’s strengthen the ETS](https://www.i4ce.org/en/strengthen-european-industry-strengthen-ets-climate/): Several voices are now being heard in Europe, coming from Member States – including that of Chancellor Merz – and from industry, calling for the rules of the CO2 quota system to be weakened. For Benoît LEGUET and Jean PISANI-FERRY, this would be a mistake for Europe. And for France. On the contrary, we must strengthen this unique public policy in order to develop our industry.  - [Risk levels and priorities: financing climate adaptation requires clear decisions](https://www.i4ce.org/en/risk-levels-priorities-financing-climate-adaptation-requires-clear-decisions/): As the European Commission prepares an integrated framework on climate resilience and risk management for the EU, the public consultation has just wrapped up – an important step towards the publication of the proposals for the framework later this year. One of the main areas of focus will be the issue of financing adaptation, with the first key challenge being to mainstream the concept of resilience by design into all European funding currently under discussion, including structural policies such as the Common Agricultural Policy and the Connecting Europe Facility. - [EU Member States set 2040 climate target – but is the Union on track for 2030 in the energy sector?](https://www.i4ce.org/en/eu-member-states-set-2040-climate-target-but-union-track-2030-energy-sector/): An outlook on EU investment needs for the energy transition and the EU’s 2040 climate target. Just before the start of COP30 in Belém, EU Member States agreed to reduce net greenhouse gas emissions by 90% in 2040 compared to 1990 levels, including a 5% flexibility through international carbon credits.  - [Food sovereignty relies on ecological planning](https://www.i4ce.org/en/food-sovereignty-relies-ecological-planning-climate/): The upcoming food sovereignty conferences are likely to shape debates on the future of French agriculture in 2026. The main responses provided over the past two years can be summarised as follows: remove production constraints to produce more of everything (both animal and plant products), to recover market shares in France and abroad. Seeking to produce more of everything without considering adaptation or transition is a form of denial, at a time when climate change is hitting farmers hard and regularly, and when our dependence on imported fertilisers and oilseed meals undermines our sovereignty. The conferences must take these considerations into account — otherwise, they will serve only to perpetuate the notion of an illusory sovereignty.  - [Financing carbon farming practices: lessons learnt in France can reinforce the EU level initiatives](https://www.i4ce.org/en/financing-carbon-farming-practices-lessons-learnt-france-reinforce-eu-level-initiatives-climate/): In a challenging economic and political context, especially for the agriculture sector, some incentive schemes can still help bring stakeholders together in climate transition and resilience initiatives. This is the case with carbon certification schemes, which both ensure the credibility of the climate impact of the actions implemented and provide remuneration for farmers and foresters for changes in practices. Some of these measures, such as replacing mineral fertilisers (mostly imported) with organic fertilisers, also help to meet the sector's needs for resilience and strategic independence, which are crucial in the current context. - [On Carbon Removals and Carbon Farming the devil is in…the demand](https://www.i4ce.org/en/carbon-removals-carbon-farming-devil-demand-climate/): The implementation of carbon farming practices on European farms and in European forests is a lever for achieving carbon neutrality, but also for farm resilience, the adaptation of forest stands to climate change and for contributing to our strategic independence. Certifying and financing low-carbon practices is the objective of the CRCF (Carbon Removals and Carbon Farming) regulation, which will come into effect in 2026. Now seems the right time to draw lessons from six years of experience with a similar standard in France: the “Label Bas-Carbone” (Low Carbon Label - LBC). The results show that striking a balance between scientific rigour and accessibility for stakeholders has led to the development of a substantial range of projects. However, the real challenge is to build sufficient and appropriate demand to finance the projects. There is no miracle solution, but complementary financing channels may emerge.  - [CBAM and fertilisers: ring-fencing budgets to help farmers reduce their use of mineral fertilisers](https://www.i4ce.org/en/cbam-fertilisers-ring-fencing-budgets-help-farmers-reduce-use-mineral-fertilisers-climate/): The Carbon Border Adjustment Mechanism (CBAM) came into force on 1 January 2026. It is a carbon tax applied at the borders of the European Union to imports of certain industrial products covered by the EU Emissions Trading System (EU ETS). Nitrogen-based mineral fertilisers are included in this initial list of products. To avoid an increase in costs for the farmers concerned, the level of the tax has been reduced for fertilisers, and they may even be temporarily excluded from the scope of the CBAM. Yet, for the climate, but also for France’s strategic independence and food sovereignty, the CBAM will ultimately have to be fully applied to mineral fertilisers. To limit or even avoid an increase in farmers’ fertiliser expenditure, we need public policies – some of which are currently under threat. Ring-fencing budgets for these policies would be a way to support farmers’ incomes and the food sovereignty of both the European Union and France, while reducing the carbon footprint of our food system.  - [2026: An electric atmosphere](https://www.i4ce.org/en/2026-electric-atmosphere-climate/): The year ahead promises to be electric. In a highly unpredictable geopolitical context, the European Union must balance its commitment to the long-term goals of climate neutrality and the immediate attention to security and competitiveness concerns. This puts electrification high on the agenda in Brussels. First, the Grids Package, presented in December 2025, provides for a more centralised approach to planning and is expected to be adopted by the Council in June. Second, before the summer, the Commission intends to present an Electrification Action Plan, which will focus on lowering prices and reinforcing demand.  - [Paris +10: France and Europe must step up on climate – to protect our security, sovereignty, competitiveness, and public finances](https://www.i4ce.org/en/paris-10-france-europe-step-up-climate-protect-security-sovereignty-competitiveness-public-finances/): How distant December 12, 2015 now seems. All delegations at COP21 had then rallied behind Laurent Fabius’s little green hammer. Ten years later, the trend is closer to backlash. Climate action is now often portrayed in the public debate as too costly, because it requires major investment. Ineffective, since our share of global emissions is small. Unfair, because it cuts into purchasing power. Too divisive, supported only by part of the electorate. Too late, since keeping the planet below +2°C of warming now seems out of reach. Arguments that are partly true—yet require substantial nuance.  - [Climate finance at COP30: Progress, pitfalls, persistent challenges and the path ahead](https://www.i4ce.org/en/climate-finance-cop30-progress-pitfalls-persistent-challenges-path-ahead/): A few weeks ago, COP30 concluded in Belém with all parties agreeing on a “global mobilization” (or mutirão) against climate change, proving that multilateralism remains a viable path for action, despite strong geopolitical and economic headwinds. However, Belém delivered underwhelming results: no roadmap to transition away from fossil fuels –despite a powerful push from President Lula, rallying over 80 countries, a lack of concrete decisions on deforestation –disappointing for an “Amazon COP”, and mixed results on the global goal on adaptation, among other outcomes.   - [Maintaining the 2035 target: Ensuring a viable future for Europe’s automotive industry](https://www.i4ce.org/en/maintaining-2035-target-ensuring-viable-future-europe-automotive-industry-climate/): In the run up to the publication of the European Commission’s proposals for an automotive package on 10 December, car manufactures have stepped up the calls to relax the CO2 standards and the 2035 phase-out of new combustion-engine vehicles by including some flexibilities. They highlight the challenges the industry has faced in recent years, growing competitive pressure from China, and insufficient demand for electric vehicles in Europe as reasons for the sector needing more time for the transition required to meet the targets. - [Relaxing EU standards on CO2 emissions won’t save the EU’s automotive industry, or help consumers](https://www.i4ce.org/en/relaxing-eu-standards-co2-emissions-wont-save-eu-automotive-industry-help-consumers-climate/): Recently, car manufacturers have been calling for a relaxation of CO2 emission standards for cars and vans and the 2035 phase-out target for new internal combustion engine (ICE) vehicles, by including some flexibilities. They point in particular to the crisis the industry has faced in recent years, growing competitive pressure from China, and insufficient demand for electric vehicles (EVs) in Europe, as reasons for the sector needing more time for the transition required to meet the targets. As the European Commission (EC) prepares to publish its package for the automotive industry, including a revision of CO₂ standards for cars and vans, this blogpost examines the realities behind the difficulties currently faced by car manufacturers and the consequences of relaxing and postponing the planned EU regulations for this sector.  - [Maintaining the 2035 target to support the transition of the French automobile industry](https://www.i4ce.org/en/maintaining-2035-target-support-transition-french-automobile-industry-climate/): With the aim to reduce its CO2 emissions and costly fossil-fuel imports, in 2022 the European Parliament adopted a rule that, from 2035, all new vehicles must be zero-emission, which... - [COP30: The missed turn to implementation – and the coalitions moving ahead anyway](https://www.i4ce.org/en/cop30-missed-turn-implementation-coalitions-moving-ahead-anyway-climate/): COP30 concluded with an agreement, proving that multilateralism is still alive. However, the results are underwhelming: no push to transition away from fossil fuels, no decision on deforestation, and mixed outcomes on adaptation metrics.  On climate finance, Belém failed to shift from ambition to implementation. Negotiations quickly drifted back to a battle on yet another high-level quantitative target. The decision to triple adaptation funding by 2035 disappointed many, with its distant time horizon, lack of baseline and non-binding wording. COP30 also missed the opportunity to engage with – and build consensus around – concrete measures outlined in the Baku to Belém roadmap to get to $1.3 trillion. Instead, it defaulted to launching new processes – a work programme on climate finance and a ministerial roundtable on the NCQG.   - [How to strengthen climate risk management and supervision to protect financial stability](https://www.i4ce.org/en/how-strengthen-climate-risk-management-supervision-protect-financial-stability-climate/): Climate change does not conform to business, political or supervisory regime cycles– its adverse long-term impacts lie beyond such horizons. Ten years ago, when Mark Carney highlighted this paradox in his landmark Tragedy of the Horizons speech, climate change was not considered a financial stability risk. Today, European supervisory stress tests estimate up to €638 billion in banking losses over 8 years, while the European Central Bank (ECB) reveals that over 90% of eurozone banks face climate and environmental risks. A key question arises: Is the supervisors’ primary focus on greening the financial system sufficient in the face of rising risks, especially stranded assets?  - [COP30: On Financing, the Time for Negotiation Is Over](https://www.i4ce.org/en/cop30-financing-time-negotiation-over-climate/): "What agreement will the negotiators reach?” is the question that is usually on climate practitioners’ minds at this time of the year. However, this time, it is a new impetus that is needed, not another agreement. 10 years after the Paris Agreement, the Brazilian COP30 presidency has rightly shifted the focus to execution, making this edition “the implementation COP.” On financing, the objectives set at COP29 are clear: developing countries should receive $300 billion per year by 2035 from developed countries (NCQG), and mobilise $1.3 trillion per year from all actors. The newly published "Baku to Belém" roadmap proposes solutions to meet the targets. We now have objectives and a list of (theoretical) means to achieve them. How do we move to implementation?  - [From Pledges to Progress: Climate Finance a Decade After Paris](https://www.i4ce.org/en/from-pledges-progress-climate-finance-decade-after-paris/): Nearly a decade has passed since the Paris Agreement elevated finance to the heart of the climate agenda, embedding in Article 2.1(c) the ambitious goal of aligning global financial flows with low-emission, climate-resilient development. But for all the talk of “shifting the trillions,” we remain far from course.  - [Financial institutions’ climate role: from commitments to action](https://www.i4ce.org/en/financial-institutions-climate-role-commitments-action/): Financial institutions, including banking and funding institutions, have a pivotal role to play in driving low-emissions and climate-resilient development. They need to adopt practices that support climate mainstreaming in local financial systems, from committing to climate strategies to improving their climate performance. Support from development finance institutions often proves to be an enabling or even a crucial factor. - [A Paris Climate & Nature Week with a touch of ‘green budget’](https://www.i4ce.org/en/paris-climate-nature-week-with-touch-green-budget/): We were proud to contribute to the inaugural Paris Climate & Nature Week hosted by Sciences Po from 27 to 29 October, marking the 10 years of the Paris Agreement. I4CE weighed in on some of our core topics– lessons learnt over the past decade of climate action which can accelerate the  transition; the links between climate and development finance; as well as adaptation and the cost of inaction. - [All hands on deck: Charting a course towards a clean industrial strategy](https://www.i4ce.org/en/all-hands-deck-charting-course-towards-clean-industrial-strategy-climate/): One year ago, Mario Draghi warned that Europe was becalmed in treacherous waters. Fading competitiveness, trade disputes to east and west, and a growing political mutiny against the green transition make the way forward hard to navigate. This year, however, the EU has begun to find its bearings – guided by the Competitiveness Compass, with decarbonisation as the north star of the Clean Industrial Deal. - [10 years of I4CE, our partners talk about us](https://www.i4ce.org/en/ten-years-i4ce-our-partners-talk-about-us/): This year marks an important milestone for I4CE: we are celebrating a decade of commitment to the climate economics. We would like to thank our partners who agree to say a few words at the occasion of this anniversary.   - [A decade of commitment to advancing economic policies for the climate](https://www.i4ce.org/en/decade-commitment-advancing-economic-policies-climate/): This year marks an important milestone for I4CE: we are celebrating our 10-year anniversary. Setting sails the year the Paris Agreement was adopted, our mission was clear from the outset: to promote effective, efficient and fair policies for the climate transition.  Since then, we have focused our economic analysis on public policies with an emphasis on assessing the investment needs and policy options for the transition. Our ambition has been to advance the public debate on climate with facts and figures, promoting long-term investment plans as an essential tool to turn political ambitions into reality. Over the years, we have applied this approach to a growing number of policy areas and expanded our geographical scope from France to Europe and internationally. - [2030 and Beyond: Budgeting Europe’s Climate Transition](https://www.i4ce.org/en/2030-beyond-budgeting-europes-climate-transition/): The next long term EU budget will take us through the 2030 goal posts, by when GHG emissions should be down by 55%. It will also lay the groundwork for investing in a climate-neutral future for the continent towards the yet-to-be agreed objectives for 2040. So, when the European Commission presented its proposal for a €2 trillion multiannual financial framework (MFF) just before the summer break, there was good reason to carefully study the details from the perspective of closing the EU’s climate investment deficit.   - [Can the next EU budget point the way to an investment plan for climate transition?](https://www.i4ce.org/en/can-the-next-eu-budget-point-the-way-to-an-investment-plan-for-climate-transition/): In July, Commission President von der Leyen announced a €2 trillion EU budget fit “for a new era,” set to launch for a seven-year period in 2028. As EU-watchers in Brussels and beyond scrambled to digest the reams of legislative proposals that followed this headline-grabbing announcement, much in the detail should give pause – especially from the perspective of closing the EU’s climate investment deficit. - [What’s next for climate finance? From Seville to Belém](https://www.i4ce.org/en/whats-next-climate-finance-from-seville-belem/): With the dust settling from COP29's hard-fought negotiations on the New Collective Quantified Goal (NCQG), attention is shifting to how the climate finance goal will be met. The challenge is how to scale up financing for increasingly connected priorities in a challenging landscape of debt stress and cuts in official development assistance. - [Bridging the gap: high-level climate & development finance commitments and the reality on the ground](https://www.i4ce.org/en/bridging-gap-high-level-climate-development-finance-commitments-reality-ground/): The 4th International Conference on Financing for Development (FFD4) in Seville represents a milestone for delivering on development (including climate action) goals, a decade after the adoption of the Sustainable Development Goals and the Paris Agreement. The “Seville Commitment” was adopted on June 30th, albeit in the absence of the United States – demonstrating that widespread support remains for a comprehensive package to finance development. However, the outcome also embodies the growing chasm between high-level commitments and the reality of financing for development and climate action on the ground. Recent research by I4CE attempts to bridge this gap on two crucial issues.  - [The unlocked potential of carbon revenues to help fill the climate finance gap](https://www.i4ce.org/en/unlocked-potential-carbon-revenues-help-fill-climate-finance-gap/): Climate negotiations are taking place next week in Bonn, with finance once again high on the agenda. COP 29 ended last year with a New Collective Quantified Goal (NCQG) –revised climate finance target to replace the USD 100 billion goal. The NCQG decision put forward a commitment by developed countries to lead in providing USD 300 billion per year by 2035 for developing countries, as well as a proposal to work on a roadmap to scale up climate finance for developing countries to reach a level closer to the estimated needs –the ‘Baku to Belem Roadmap to 1.3T’ (USD 1.3 trillion). The latter must be delivered at the end of the year at COP 30, and strong efforts are being put in the task by the Brazilian Presidency. - [Halfway to 2030, the EU needs a climate investment boost](https://www.i4ce.org/en/halfway-2030-eu-climate-investment-boost/): In a challenging geo-political context, Europe has a window of opportunity to lead on both climate action and industrial competitiveness. As Mario Draghi highlighted in his report last year, this can only happen if decarbonisation ambitions are backed by real investment - and there is an urgent need to boost those investment. The European Commission followed suit and pledged to be an “Investment Commission,” while reaffirming its commitment to implement the 2030 emission reduction targets and to stay to course on the longer-term targets. ### Pages - [Home](https://www.i4ce.org/en/): - [Publications](https://www.i4ce.org/en/publications/): - [Clubs](https://www.i4ce.org/en/clubs/):   I4CE offers subscribers some reflection clubs that meet regularly to discuss issues related to climate and the environment. The methodologies applied, the data collection process, as well as the analytical framework proposed, may inform broader discussions in Europe, as the preparations for an EU integrated framework for European climate resilience and risk management are well underway.  - [Which production assets for more resilient and sustainable agricultural and food sectors? Which investment needs? - [How solidarity levies can help bridge the climate and development finance gap](https://www.i4ce.org/en/publication/how-solidarity-levies-can-help-bridge-climate-development-finance-gap/): The climate and development finance gap is large and widening, as Official Development Assistance (ODA) declines and needs multiply. With shrinking fiscal space in vulnerable countries, solidarity levies are gaining attention as a predictable source of international finance. Launched at COP28 by Barbados, France, and Kenya, the Global Solidarity Levies Task Force (GSLTF) is the main initiative in this space. - [Bridging the Finance Gap: Leveraging National and Subnational Public Financial Institutions for Localised Climate and Development Action](https://www.i4ce.org/en/publication/bridging-finance-gap-leveraging-national-subnational-public-financial-institutions-localised-climate-development-action/): National Public Banks (NPBs) and Subnational Public Financial Institutions (SPFIs), including development banks and agencies as well as climate and green funds at the subnational level, play an increasingly vital role in financing climate action and the just transition. While national governments provide frameworks aligned with nationally determined contributions (NDCs), actual implementation occurs largely at the subnational level, which currently lacks sufficient funding. SPFIs can work as financial intermediaries, as they not only understand local needs and have stronger ties with local governments and businesses, but also access much larger volumes of capital from more diverse sources.  - [From targets to action: the climate finance agenda needs a new impetus in Belèm](https://www.i4ce.org/en/publication/from-targets-action-climate-finance-agenda-needs-new-impetus-belem/): Ten years after the adoption of the Paris Agreement, what progress has been made to make financial flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development (the ambition set out in Article 2.1(c) of the Agreement)? And what is needed going forward? Although we still lack a comprehensive assessment of progress, this article draws on existing analysis of what can help align financial flows and examines the efforts made by governments and the financial sector to this end. It highlights a development in the debate towards a country-driven approach and a focus on real investment needs. It explores ways to overcome existing barriers to action despite a challenging global context. The article advocates that Article 2.1(c) should be viewed not as a stand-alone provision, but as something that requires full implementation of all the provisions of the Paris Agreement. It also calls for a shift from a target-focused to an action-focused finance agenda and discusses how the COP30 in Belém can contribute to this. - [The Competitiveness Coordination Tool: How to make better choices in clean industrial policy](https://www.i4ce.org/en/publication/competitiveness-coordination-tool-how-make-better-choices-clean-industrial-policy-climate/): Europe is levelling up its industrial policy. From the Clean Industrial Deal to proposals for a more flexible EU budget, the Commission signals new ambition to build scale in strategic cleantech sectors and strengthen Europe’s decarbonising industrial base. Yet this firepower risks losing impact if spread too thinly. Limited resources demand sharper focus. As the Draghi Report made clear, Europe must act strategically: understand its industrial strengths and vulnerabilities, prioritise the sectors that matter most, and align funds, regulation, and institutional capacity accordingly.  - [State of EU progress to climate neutrality – ECNO 2025 Flagship report](https://www.i4ce.org/en/publication/state-european-union-progress-climate-neutrality-ecno-2025-flagship-report/): Europe is making progress on the clean transition, but the pace is too slow across several parametres. ECNO’s analysis is structured around 13 building blocks of the transition, tracking changes in the six-year trend for nearly 150 indicators and also the expected impact of policies – a new addition to this year’s report. In the 2025 edition, we also analysed the changes through the lens of broader EU objectives, namely competitiveness, resilience, and citizens’ well-being.  - [Landscape of Climate Finance in France – Edition 2025](https://www.i4ce.org/en/publication/landscape-climate-finance-france-edition-2025/): I4CE‘s Landscape of Climate Finance is an overview of climate investments made by households, companies and public authorities. Such investments include retrofitting buildings, purchasing electric vehicles, installing renewable energy, as well as paying for rail, cycling and urban public transport infrastructure. - [Annex 2 – Methodology note (2025 Edition)](https://www.i4ce.org/en/publication/annex-2-methodology-note-2025-edition/): - [From headline trillions to actual millions: climate financing needs estimates in the age of implementation](https://www.i4ce.org/en/publication/from-headline-trillions-to-actual-millions-climate-financing-needs-estimates-in-the-age-of-implementation/): As climate finance debates evolve from pledges to implementation, this report critically reviews the methodologies and narratives behind existing climate financing needs estimates to examine how they might be used to guide practical efforts in the years to come, and where the most urgent improvements are needed. From headline trillions to actual millions, the challenge ahead is not just about determining how much is missing – the focus should be on closing this gap in practice. - [Methodological Report – French Observatory of access conditions to the ecological transition for households, 2025 Edition](https://www.i4ce.org/en/publication/annexes-methodologiques-observatoire-des-conditions-dacces-a-la-transition-ecologique-edition-2025/): - [French Observatory of access conditions to the ecological transition for households, 2025 Edition](https://www.i4ce.org/en/publication/french-observatory-access-conditions-ecological-transition-households-2025-edition/): In this year’s edition, we assess these indicators retrospectively—over the past ten years for deep energy retrofits, and over the past five for electric mobility—to identify factors that have improved or worsened economic accessibility to transition solutions in recent years. - [Six years of carbon certification in France: an assessment of the Label Bas-Carbone](https://www.i4ce.org/en/publication/six-years-carbon-certification-france-assessment-label-bas-carbone-climate/): Six years after its inception, this study aims to review this mechanism and its projects: what activities are being implemented in the field, what impact are they having on the climate, with what robustness or, on the contrary, what limitations in terms of measurement, environmental integrity, accessibility, etc.? This exercise is also intended to feed into the process of continuous improvement of the scheme and to provide feedback for the current implementation of the European carbon certification framework (Carbon removals and carbon farming: CRCF). - [Global carbon accounts 2025](https://www.i4ce.org/en/publication/global-carbon-accounts-2025-climate/): This 2025 edition of the Global Carbon Accounts presents a landscape of carbon pricing instruments through the lens of their current and potential contribution to scale up climate and development finance. Several jurisdictions are already using carbon revenues to support a range of policy objectives, including decarbonization efforts and support for economic actors most affected by the transition. Yet there is still potential for them to further contribute to fill the gap. - [TRAMe2035 Scénario pour une Transition des Régimes Alimentaires des Ménages – Approche et méthodologie](https://www.i4ce.org/en/publication/trame2035-scenario-pour-une-transition-des-regimes-alimentaires-des-menages-approche-et-methodologie/): - [Annex 1 – Summary of figures: current climate investments and needs (2025 Edition)](https://www.i4ce.org/en/publication/annex-1-summary-of-figures-current-climate-investments-and-needs-2025-edition/): - [The State of Europe’s Climate Investment, 2025 edition](https://www.i4ce.org/en/publication/state-europe-climate-investment-2025-edition/): With the second edition of our State of Europe’s Climate Investment report, we take stock of the development in investments supporting the climate transition in the EU27. The report assesses the real-economy annual investments needed to meet the 2030 targets set out in the Green Deal and Net Zero Industry Act for the energy, buildings, transport and clean tech manufacturing sectors. We track the actual investments in those sectors in the EU economy, highlight the deficits and analyse challenges to mobilise investments. - [How can financial intermediation better contribute to the climate transition?](https://www.i4ce.org/en/publication/how-financial-intermediation-better-contribute-climate-transition/): This report aims to support better use of financial intermediation by public development banks (PDBs) providing international development finance, helping PDBs work better together as a system, with a common understanding of where they contribute the most to low-emissions and climate-resilient development. It mainly focuses on financial intermediation through on-lending to public (government-owned) financial institutions in developing countries. - [OPEN LETTER: Cleantech R&I must sit at the heart of the EU’s Competitiveness Agenda](https://www.i4ce.org/en/publication/open-letter-cleantech-ri-must-sit-at-the-heart-of-the-eus-competitiveness-agenda/): With Member States meeting this week to discuss the progress and future of EU R&I funding at the Competitiveness Council a group of civil society, research and cleantech organisations, including... - [Transition plans and remuneration policies: what are the challenges for financial actors?](https://www.i4ce.org/en/publication/transition-plans-remuneration-policies-challenges-financial-actors-climate/): Integrating climate indicators into variable remuneration is a burning issue. Although it was removed at the last minute from negotiations on the Corporate Sustainability Due Diligence Directive (CSDDD), the proposal is still very much alive in the policy debate . While the topic is becoming increasingly central to remuneration in large companies, it still appears to be a taboo within the banking sector. This requirement was already included in the European Central Bank's supervisory guidelines as early as 2020, yet it appears to have been largely neglected by banks. - [TRAMe2035 Scenario for a transition of households dietary habits by 2035](https://www.i4ce.org/en/publication/trame2035-scenario-transition-households-dietary-habits-2035-climate/): Current food production and consumption trends contribute to a range of public health, social and environmental problems. The need for a transition is no longer in doubt: we must move towards a system that produces healthy food with a low impact on ecosystems, is accessible to all, and ensures fair remuneration for producers. There’s no denying that the questions we raise here are politically and socially sensitive, as food is deeply connected to cultural, economic, environmental and health issues. Nevertheless, it is essential to develop ways to foster open discussion. IDDRI and I4CE have therefore joined forces with several other actors to provide insights for the debate. - [The adaptation of real estate: what roles can the financial sector play?](https://www.i4ce.org/en/publication/adaptation-real-estate-what-roles-financial-sector-play-climate/): Published a year, this exploratory report aims to lay the groundwork for a dialogue on the potential role of commercial banks, property insurance companies and asset management firms in supporting investments for real estate adaptation and providing appropriate financial services. It draws on initial testimonies from financial institutions and real estate professionals in France. - [The adaptation reflex in public investment in practice: Pathway for 2025 and prospects](https://www.i4ce.org/en/publication/adaptation-reflex-public-investment-practice-pathway-2025-prospects-climate/): The 3rd French national climate change adaptation plan (PNACC3) seeks to generalize an "adaptation reflex" in all public investments and all public support for investment. Operationalizing this ambition is essential for Stop investing in infrastructure, buildings and equipment that will not be ready to cope with the consequences of climate change; Seize the best opportunities available by taking advantage of investments already planned to strengthen the level of adaptation of the French economy at lower cost.  - [Climate Finance for Development: Empowering the Ecosystem of Public Development Banks](https://www.i4ce.org/en/publication/climate-finance-development-empowering-ecosystem-public-development-banks/): 2025 is a pivotal year for the interlocking global agendas of climate and sustainable development, highlighted by major convenings such as the 5th Finance in Common Summit (FiCS), the 4th International Conference on Financing for Development (FfD4), the G20 Summit under South Africa’s presidency, and the UNFCCC COP30. Public development banks (PDBs) will feature prominently across these events, given their integral role in implementing these critical agendas through financial support and stakeholder mobilization. - [Carbon pricing Q&A](https://www.i4ce.org/en/publication/carbon-pricing-questions-answers-compendium-climate/): Frequently asked questions on the development and implementation of carbon pricing policies. This work aims to provide a carefully curated companion tool for jurisdictions considering or developing a carbon pricing instrument, with questions and answers (Q&A) focused on opportunities they can bring, specific challenges and policy choices pertaining to the design and implementation of carbon taxation and emission trading systems in emerging markets and developing economies (EMDES). - [Open letter: The Clean Industrial Deal must deliver a bold strategy to reinforce Europe’s Global Leadership in Cleantech and build a Competitive Net Zero Economy](https://www.i4ce.org/en/publication/open-letter-clean-industrial-deal-must-deliver-bold-strategy-reinforce-europes-global-leadership-cleantech-build-competitive-net-zero-economy-climate/): The EU Competitiveness Compass has made connecting decarbonisation and competitiveness a “strategic imperative” for Europe. This will be delivered by the all-important Clean Industrial Deal – the flagship policy package on which this new Commission hopes to upgrade Europe’s industrial base and tackle the climate crisis simultaneously. - [Methodological Report – French Observatory of Access Conditions to the Ecological Transition, 2024 Edition](https://www.i4ce.org/en/publication/methodological-report-french-observatory-of-access-conditions-to-the-ecological-transition-2024-edition/): - [Further transforming business models in the private sector](https://www.i4ce.org/en/publication/further-transforming-business-models-private-sector-climate/): Strengthening the forward-looking strategic scenarios used by the private sector : sectoral climate change mitigation scenarios for strategy development and alignment assessment by economic players - [Strengthening forward-looking strategic scenarios in the private sector](https://www.i4ce.org/en/publication/strengthening-forward-looking-strategic-scenarios-private-sector-climate/): Sectoral climate change mitigation scenarios for strategy development and alignment assessment by economic players   All sectors face growing pressures to transform their business models — environmental sustainability, technological leadership,... - [Leveraging the Prudential Toolkit for Effectively Managing Stranding Risks: A focus on the European Banking Industry](https://www.i4ce.org/en/publication/leveraging-prudential-toolkit-effectively-managing-stranding-risks-focus-european-banking-industry/): As the European economy decarbonizes, economic assets across sectors are at risk of stranding or repricing from transition pressures. The climate and development finance gap is large and widening, as Official Development Assistance (ODA) declines and needs multiply. With shrinking fiscal space in vulnerable countries, solidarity levies are gaining attention as a predictable source of international finance. Launched at COP28 by Barbados, France, and Kenya, the Global Solidarity Levies Task Force (GSLTF) is the main initiative in this space. - [Annex 2 – Methodology note (2025 Edition)](https://www.i4ce.org/publication/annex-2-methodology-note-2025-edition/): ## Interaction Rules - Answer in the language of the question whenever possible. - When information exists in only one language, say so and name the source language. - Do not mix content across languages unless the user explicitly asks for it. --- > Generated by OGEEAT : Open Graph, E-E-A-T & GEO for WordPress > Last updated: 2026-10-22T06:01:53+02:00
