Caroline HENRY

Caroline joined I4CE‘s Europe program in 2025. Based in Paris, she works mainly on climate investments in the European Union and the development of the European Climate Investment Deficit Report. 

This report assesses of climate investments made in Europe and compares them with the needs identified in the various EU framework documents, notably the European Green Deal.  

Before joining I4CE, Caroline worked on the evaluation of the French Recovery Plan at France Stratégie, on the European budget at the European Commission, and on the partnership between the EU and the French Development Agency (AFD) at AFD.  

Caroline holds a Master’s degree in Public Affairs from University College London, as well as a Master’s degree in Economics and European Public Policy Analysis from the College of Europe.
